Executive Summary

ES.01  Gammon-Nishimatsu Joint Venture Limited (GNJV) was awarded the Contracts of East Rail Extensions Tsim Sha Tsui East (TST East) Rail Development Project HCC-300 and HCC-302 by the Kowloon-Canton Railway Corporation (KCRC) and the Salisbury Road Underpass (SRU) and associated road improvement works entrusted by the Highway Department (HyD).

 

ES.02  Action-United Environmental Services and Consulting (AUES) was commissioned by GNJV to implement an Environmental Monitoring and Audit (EM&A) program in accordance with the approved EM&A Manuals of these contracts to maintain acceptable environmental quality throughout the construction period.

 

ES.03  The reporting for the SRU project has been and will be incorporated into this and subsequent EM&A monthly reports for the Contracts HCC-300 & 302 upon approval from the Environmental Protection Department (EPD).

 

ES.04  This monthly EM&A report summarizes the monitoring results and audit findings of the EM&A program in the reporting month of October 2002.

 

Key Construction Progress for the Contracts HCC-300&302 and the SRU Project

ES.05  The major construction activities in this reporting month for the Contracts HCC-300&302 include piling, excavation, superstructure, concreting, decking installation, tree protection, and utilities works. Details of the construction work undertaken in this reporting month are summarized in Section 2.2.

 

ES.06  The SRU project is tentatively scheduled to commence in mid Nov 2002. No construction work associated with the SRU project was carried out in this reporting month.

 

Environmental Monitoring and Audit Progress

ES.07  The monthly EM&A program was undertaken in accordance with the approved TST EM&A manual and relevant contractual requirements.  A summary of the monitoring activities in this reporting month is listed below:

ES.08  The monitoring locations of the SRU project are identical to three monitoring stations under the Contract HCC-300. Sharing of the monitoring data has been adopted upon approval from EPD.

 

ES.09  Since the SRU project has not yet commenced, no environmental monitoring data are available in this reporting month.

Effluent Discharge and In-house Monitoring Program

ES.11   Site effluent is regularly sampled and analyzed according to the requirements of the wastewater discharge permit issued by EPD.

 

Restricted-Hour Noise Monitoring

ES.12  No construction was undertaken during restricted hours in this reporting month and no restricted-hour noise monitoring was required.

ES.13  Environmental audits and inspections were conducted in this reporting month. A summary of dates of the audits and inspections carried out by the concerned parties are presented as follows:
