The Environmental Impact Assessment (EIA) studies identified and recommended a range of measures to be undertaken to minimise the environmental impact of the construction and operation of the East Rail Extensions (ERE). In order to ensure that the mitigation measures defined in the EIAs are appropriately and effectively implemented an Environmental Monitoring and Audit (EM&A) programme for each alignment has been established in accordance with KCRC’s Environmental Permits.

The objectives of carrying out EM&A for the ERE include the following:

To provide a database against which any short or long term environmental impacts of the project can be determined;
To provide an early indication should any of the environmental control measures or practices fail to achieve the acceptable standards;
To monitor the performance of the project and the effectiveness of mitigation measures;
To verify the environmental impact predicted in the EIA studies;
To determine compliance with regulatory requirements, standards and government policies;
To take remedial action if unexpected problems or unacceptable impacts arise; and
To provide data to enable an environmental audit.

This website has been established to provide public access to all environmental monitoring data generated by the EM&A programme. The following information is available on this website:

Baseline Monitoring Reports – These reports present the methodology and results of the air and noise measurements taken during the baseline monitoring period. The results (i.e. the baseline levels) will be used as the basis for impact and compliance monitoring during construction;
Monthly EM&A Reports – A collation of the results and findings of all EM&A work for each alignment (Ma On Shan Rail (MOS), Tsim Sha Tsui Extension (TST) and Lok Ma Chau Spurline (LMC)) for the past month;
Other Lok Ma Chau Spurline Submissions - These reports include the EM&A Manual, Habitat Creation Management Plan, Waste Management Plans and minutes of the Environmental Committee meetings;
Air Monitoring Data – The results of dust measurements taken at representative Air Sensitive Receivers (ASR) (for example, residential premises, schools) along each of the alignments during construction;
Noise Monitoring Data – The results of noise measurements taken at representative Noise Sensitive Receivers (NSR) (for example, residential premises, schools) during construction phase along each of the alignments and operational phase for Ma On Shan Rail;
Continuous Noise Monitoring Data – The results of continuous noise measurements taken at representative NSRs along Middle and Mody Roads, Tsim Sha Tsui during construction of the subway.
Cultural Heritage Monitoring Data - Graphical display of the results of geotechnical monitoring on and around the significant heritage structures of Signal Hill. Monitoring includes Deformation Monitoring Point (Types 2 and 4), Seismograph, In-place Tiltmeter and Inclinometer; and
Water Quality Monitoring Data - The results of water quality measurements taken at locations representing the major water bodies along the LMC alignment during construction.

Furthermore, this website provides public access to environmental monitoring data generated by the EM&A programme during construction of the Salisbury Road Underpass and Associated Road Improvement Works including Middle Road Circulation System (Salisbury Rd Underpass). These works have been entrusted to KCRC by Highways Department to be constructed as part of the overall ERE.
